Abraham Lincoln...had no problem suspending basic Constitutional rights. Either Bush...not able to tell the truth & now knowing what the truth was or how to spell it. Ronald Reagan...let his cabinet and such openly break the law to get their way. John Kennedy and Bill Clinton...couldn't keep their pants on. Jimmy Carter...too much of a micromanager. Gerald Ford...pardoning a criminal who should have been imprisoned for treason. Richard Nixon...no ethics or morals. Lyndon Johnson...couldn't take criticism. Dwight Eisenhower...too frail. Herbert Hoover...taking the blame for MacArthur in 1931 and refusing to do anything to help people during the Great Depression.

On the other hand...Teddy Roosevelt would be one of my favorites. He put the businesses in their place...as well as being able to keep his word. Personally...Hoover was a good man...but lousy President.
