When considering someone to design and code a website for you what is it you consider when making the choice?

Well you want to know how much they know!
Do they know PHP, or just HTML and CSS can they code JavaScript?
What CMS's do they know Wordpress, Joomla, Drupal ect;
You want a CMS that is common, for blogs people mostly use wordpress and for full sites Drupal or Joomla but there are so many CMS's out there but you really want to stick to a common CMS so that if you dont use the same person to code the site when it needs maintenance or updates then its easy for them to implement and also the fact there more secure because of constant security updates.
