I guess you can find pretty cheap Android Phones from LG or Samsung, and they aren't that bad at all.

The problem on the cheap Android phone is RAM amount, processor speed and cores and GPU, they are usually pretty weak compared to a Galaxy S II (Galaxy S III is too powerful, if you ask me), but cheap Android phones are pretty capable os most apps, only games that can be a problem with low FPS and stuff.
