I have installed a new OS countless times. However, I just tries to install XP on an old machine with 98...it didn't work. Instead of wiping everything clean and doing a fresh install (NO PARTITIONS!) it simply partitioned the hard drive so now I have 98 and XP. For some reason this computer will not let me wipe the entire thing clean. Am I missing something here?

What do you mean it won't let you? The option isn't there?
Could you just delete the partition that 98 is on?
a fresh install of any version of windows uses the standard high level format program which will NOT wipe everything clean

if you want something more complete you'll need a 3rd party alternative such as killdisk

....assuming you want to erase all your stuff of course
That's what I am trying to do. As of right now I have a partition dividing the HD into Win98 and WinXP. I want to erase EVERYTHING! I do not want to keep any files. Then I want to install XP Pro. It's an older computer but it can handle it. I'll look into KillDisk. Thanks!
Or if you are really stuck and want to make sure your HDD is completely erased, why don't you go and buy a cheap hd enclosure with usb, then put it on another computer, wipe it clean with something like partition magic then you can install xp no worries :).
put hard drive from trouble pc, and put the drive in a working pc, format using os built in tools, put back in original, proceed. i have done this dozens of times.
hm...useful for me, thanks
Install ubuntu 9.10 use the entire disk.then install windows. Use the entire disk.
I would have done this all from the bios . It has other certain prompts in it to let you wipe clean everything and when it is done it will tell you to install new os .If you try to delete by hand it wont work folks . Like I tell everyone trying to do this just follow the yellow brick road . You dont need to be a rocket scientist to put on a new os on your computer.
I have used KillDisk a number of times on my machines and other's. It's free and does the job completely. After using that I have run Eraser just in case. Quite clean.
what a waste to install another os just to install xp. go get a copy of partition wizard, burn the cd, boot to the cd, and chose wipe drive.
The only real problem encountered is that formatting a hard drive is like getting a snake to eat itself---ie; how much of itself can it eat? ! Kill disc , or partition magic work well, and there are others out there as well! FOLLOW the instructions to the letter!!!!
